At the Goat Island Marine Reserve.

Over the winter months fur seals will often winter over in the area and can be seen as they rest on the rocky coastline. They are usually seen from Cape Rodney to the Goat Island channel or on rocks at the back of the island. Best way to see them is by boat or kayak, or by glass bottom boat. Remember they are wild animals and should not be approached closely.
